The sequence explains why the code ignores your roof and fixates on your glass. A sealed building deflects wind around itself. Lose one opening on the windward face and the interior is instantly at storm pressure, shoving upward against the roof deck at the same moment the wind outside is lifting it. Two forces, same direction, and the roof is caught between them.

Which is why opening protection is a code term rather than a marketing one. Impact-rated glazing takes the strike and stays in the frame sealed even when cracked. Whatever is in the wall now may stay because it is already there. Take it out and the replacement answers to the code as written today — Volusia County states that replacement windows and doors must meet the current Florida Building Code's wind loading, and that satisfying it can bring shutter requirements with it. Age confers no exemption on the thing that replaces it.

So replacement is permitted work with an inspection at the end. The county sets out the process at its permit and zoning center. If the address sits inside New Smyrna Beach city limits, the city building department may hold jurisdiction instead. Establish which one owns your address before an order is placed — and if the property is in an association, its approval is a separate question running on its own timetable.

The usual framing — glazing costs more, shutters cost less — is wrong for an absentee owner, because it prices the product and ignores the labor the product assumes.

Shutters are a system that requires a person. Somebody has to be on the island, physically able, and free, in the forty-eight hours before landfall. Consider who that is when you are in Atlanta: a cleaner, a neighbor, or a manager who at that exact moment is being asked the identical favor by every other owner on the street. Shutter systems rarely fail as shutters. They fail because nobody was available.
